A 2006 paper by the Immigration Reform Law Institute (IRLI). State and local governments have more extensive authority that is generally recognized to enforce federal immigration law and to enact statutes and ordinances to fight violations of federal immigration law. The IRLI makes recommendations on various legislative measures would create a powerful deterrent in illegal immigration, in such areas as illegal employment, identification security and requirements, clarifying police enforcement authority, verifying eligibility for public benefits, and better controling financial transactions by those in the country illegally.

An extensive legal analysis by Prof. Kris W. Kobach, dated February 22, 2006, as published in the Albany Law Review (made available by the Immigration Reform Law Institute). This paper looks at the inherent legal authority under statutes and court decisions upon which state and local police may assist with federal immigration law enforcement, and explains that such authority has not been preempted by Congress, as some have claimed. State and Local enforcement can act as a 'force multiplier' that greatly enhances federal enforcement efforts.
